How many words fit a five-minute speech?

At 130 WPM the continuous maximum is 650 words. With the default 8% allowance, the recommended budget is 601 words.

Why is the recommendation lower than WPM multiplied by minutes?

WPM multiplication assumes continuous delivery. The lower figure reserves room for punctuation, emphasis, and transitions.

Can I turn the pacing allowance off?

Yes. Turning it off makes the recommended budget equal the continuous maximum, which is useful as a hard upper bound.
